1. Why do I get flamed when I post a question?
You probably got flamed or your post locked because you either asked a very basic question that could have easily been answered in a single search of google.com or you asked something just plain lame. Some examples of a lame post:
"Tell me how to hack someones email", "Somebody is being mean to me on IRC, how can I mess up their computer?", or "Can someone tell where to download a program that will hack a web site for me?"
...and those posts don't fly very well here 
Before asking a question, try these - I bet you'll be surprised at the results:
- Experiment, maybe you'll discover what's been eluding you. - Search google.com - Search the forums to see if it's all ready been asked/answered. - Read the manual

2. What is Telnet and how do I use it?
Telnet is a protocol/program that can be used to connect to another computer across a network as if you were sitting at that computers console. Telnet used to be the primary way of connecting to computers but it is seldom used these days since Telnet transmits all its data unencrypted it's pretty much been replaced by more secure terminal protocol/clients like SSH (Secure Shell).
Command Syntax:
telnet [hostname_or_ip] [port]
For example, when I telnet into my laptop (which is running the telnet daemon) I get:
root@127.0.0.1 g0dzuki # telnet 127.0.0.1 Trying 127.0.0.1... Connected to 127.0.0.1. Escape character is '^]'.
telnet (127.0.0.1) login:_
Obviously you will need a user name and password to connect a telnet server but there are other services you can connect to that don't require them... port 80 (http) or port 25 (SMTP) for example. If you connect to port 25 via telnet you will need to know the commands for the SMTP protocol; helo, data, etc... same goes for other protocols.
As far as hacking goes, there isn't too much you can do with telnet anymore unless the target is an older system but it is still useful for doing some reconnaissance work.
3. What is TCP/IP?
TCP/IP (Transmission-Control Protocol / Internet Protocol) is a suite of protocols that performs the transfer of data between two computers. TCP monitors and ensures correct transfer of data. IP receives the data from TCP, breaks it up into packets, and ships it off to a network within the Internet.

21 - FTP (File Transfer Protocol) 22 - SSH (Secure Shell) 23 - Telnet 25 - SMTP (Send Mail Transport Protocol) 53 - DNS (Domain Name Service) 68 - DHCP (Dynamic Host Control Protocol) 79 - Finger 80 - HTTP (Hyper Text Transport Protocol) 110 - POP3 (Post Office Protocol) 139 - NetBIOS Session Service 443 - SSL (secure Socket Layers)
Ports below 1024 are considered 'official' ports and are defined by the IANA. Ports between 1024 and 29151 are known as the Registered Ports. Basically, programs are supposed to register their use of these ports and thereby try to be careful and avoid stomping on each other. Some of those ports are:
1243 - SubSeven 4000 - ICQ 5010 - Yahoo! Messenger 5190 - AOL Instant Messenger 26000 - Quake 27010 - Half-Life 27960 - Quake III Arena
Ports from 49152 to 65535 are known as Dynamic or Private Ports. Anything goes here!

5. Where can I get a shell account?
The easiest way to get a shell account it to simply install a Unix type OS like Linux or BSD; the benefits being you have full root access to the system instead of a measly user account, no disk quota, you can install whatever you want, etc. But this isn't a solution for everyone.
Here is a list of some shell providers, most are free some might have a small fee.

Another option is to install Cygwin (http://www.cygwin.com/). Cygwin is a Posix compliant Linux environment for Windows. It runs as any other application in Windows runs... double click on it and you get a Linux shell complete with a collection of tools and utilities. You can also install most Posix compliant (Posix is a Unix software standard) applications.
6. How do I find out what Ports or Services are running on a computer?
You'll need the IP address or hostname of the target computer and a port scanner. A port scanner will scan the given host and tell you the services that are running. Nmap is a good scanner, you can get it at: http://www.insecure.org/nmap

8. I think my computer was hacked, what should I do?
You need to learn how to secure your box! Personally, I'd format and reinstall the OS -- otherwise you'll never be able to fully trust your system if it was once compromised. After doing that, make sure to keep it up to date on the latest patches and hot-fixes. Any modern OS should have a way to schedule patch installs; Windows has Windows Update and if you're using Linux look into using RedCarpet or something similar. Now that everything is up to date, get an Anti-Virus application -- set it to update itself when new virus definitions are released and schedule weekly system scans.
Also, choose a secure password for everything that needs a password! For services that have a 'password recovery question' to retrieve lost passwords, choose something that is absolutely only known by you! Oh, and you should probably make it a habit to change your passwords once a month or so.
Now that you've done all of the above, throw in a Router/NAT/Firewall device for your Internet connection - change the default password settings, disable administration non the external IP, and make sure the firm ware is up to date.
9. How do I get around a web filter like WebSense or Bess?
Use a web Proxy. This will work most of the time. It won't work if the network administrator knows of these proxy sites and manually blocked them.

Keep in mind that your surfing isn't going to be anonymous since the web site you are trying to get to still gets sent across your network to your browser; some web filters filters content based on key word searches -- if that's the case, it'll still get flagged or even blocked.
You could also try this little trick as someone suggested in the forums:
"Go to the page: http://babelfish.altavista.com/ and enter the desired website in the website translation blank. SELECT ANY LANGUAGE and have it TRANSLATED TO ENGLISH and it will bring up the page in english. The only one I had fail was yahoo, but altavista's search worked!"
